13th meeting of the Polish-Slovak transboundary waters Commission

The 13-th meeting of the Polish-Slovak Transboundary Waters Commission took place in Krakow (Poland), from 18th June to 20th  June 2013.

The negotiations were conducted by :

1.    Maintenance of transboundary waters – Implementation of tasks by the “R” Working Group was discussed and the following issues were presented: study and project works on the transboundary waters; field works on the transboundary waters; cooperation in the administration of the state border on the transboundary waters; implementation of the Water Framework Directive; use of EU funds for implementation of the common Polish-Slovak projects; small hydropower station (SHP) Sulín – resolving the issue of measuring stations; review of water management facilities. During the meeting, the “R” Working Group reviewed the Dąbie dam on the Vistula River and the section of the waterway of the Upper Vistula in Krakow.

2.    Hydrology and flood protection – The content of the joint report on the works completed by the “HyP” Working Group in 2011 was prepared and agreed upon as well as the draft for the work schedule for the year 2013. The “HyP” Working Group worked in compliance with the “Rules of Cooperation of the Group”. Within the frameworks of this cooperation, hydrometeorological information was exchanged, the transferred hydrometeorological data was mutually controlled, the agreed values of the transbaundary river flow  were handed over to the appropriate authorities every day, and in an emergency - every 6 hours. Exchange of the  data obtained at the places with minimal water flow from the control measurements of the Slovak Hydrometeorological Institute and sending of the hydrographs of water levels from the 2nd Sulín station to the Polish side was continued based upon the revalidated  measurement curve no. 9.

3.    Protection against pollution - Members of both parts of the “OPZ” Working Group conducted joint tests on the elements of the quality of the transboundary waters at the measuring points, standardised and assessed the elements of water quality  in compliance with the Rules of Cooperation in 2011. The issue of the water treatment plant in Legnava was discussed. The Chairman of the Slovakian  side of the Commission informed  that the Slovak Ministry of Environment discussed the issue in question with the relevant organisations and the Office of the Council of Ministers of the Slovak Republic. On this basis, the Slovak Ministry of Environment changed its official position and informed of this to the Regional Environmental Office in Prešov which will be the administration body responsible for issuing the licence  on this facility. 

4.    Cooperation in the context of the Water Framework Directive – Both parts of the “WFD” Working Group presented results of the assessment of the status of the Polish – Slovak transboundary bodies of surface waters for 2010 and compared the national results of both countries. They also informed each other about the current state of implementing the actions that follow  the first planning cycle of the Water Framework Directive, in particular, the Polish part of  the “WFD” Working Group informed that the River Basin Management Plans (including the Vistula River Basin and the Danube River Basin), approved by the Council of Ministers, were published in the government  journal “Monitor Polski”. The Slovak part of the “WFD” Working Group informed that the Ministry of Environment of the Slovak Republic, in response to the questions submitted by the European Commission, sent explanations concerning some parts of Slovakia’s River Basin Management Plans in November 2011. Both parts of the “WFD” Working Group informed each other about the new legal regulations connected with the implementation of the Water Framework Directive that came into force in both countries and about the current state of works within the scope of a new planning cycle in accordance with the Water Framework Directive. The “WFD” Working Group announced that both countries will publish the completed documents on their websites and regularly inform each other about the updates as well as exchange relevant materials.

5.    Administration of the state border - The Commission discussed projects that may affect the course of the national border. Information from the Border Guard Headquarters was also taken into account. The reports from the inspection of transboundary sections of the watercourses were listened to.

 

Furthermore, the Commission familiarised itself with and accepted the work plans of all the working groups for 2013. The detailed arrangements for the Polish-Slovakian bilateral cooperation on the transboundary waters were laid down in the Protocol.

12th meeting of the Polish-Slovak transboundary waters Commission

The 12th meeting of the Polish-Slovak transboundary waters Commission took place in Oščadnica (Slovak Republic), from 18th June to 21st June 2012.

1.    Maintenance of transboundary waters – Implementation of tasks by the “R” Working Group was discussed and the following issues were presented: study and project works on the transboundary waters; field works on the transboundary waters; cooperation in the administration of the state border on the transboundary waters; implementation of the Water Framework Directive; use of EU funds for the implementation of the common Polish-Slovak projects; small hydropower station (SHP) Sulín – resolving the issue of measuring stations; review of water management facilities. 2.    Hydrology and flood protection – The content of the common report on the works completed by the “HyP” Working Group in 2011 was prepared and agreed upon as well as the work schedule project for 2013 was developed. The “HyP” Working Group worked in compliance with the valid “Rules of Cooperation of the Group”. Within the frameworks of this cooperation, hydrometeorological information was exchanged, transferred hydrometeorological data was mutually controlled, agreed values of the flows in the profiles of the transboundary rivers were handed over to the appropriate authorities every day, and in emergency situations - every 6 hours. Exchange of data from the control measurements of Slovak Hydrometeorological Institute at minimum flows and sending the hydrographs of water levels from Sulín station for the Polish side is continued from measurement curve no. 9, the validity of which has been restored.

3.    Protection against pollution - Members of both parts of the “OPZ” Working Group conducted joint tests of the quality elements of the transboundary waters in the measuring points, standardized and assessed the water quality elements in compliance with the Rules of Cooperation in 2011. The issue of water treatment plant in Legnava was discussed. The Chairman of the Slovak part of the Commission informed the Commission that the Ministry of Environment of the Slovak Republic discussed the issue in question with the competent organizations and the Office of the Council of Ministers of the Slovak Republic. On this basis, the Ministry of Environment of the Slovak Republic changed its position and informed about this fact the Regional Environmental Office in Prešov which will be the permitting authority for this facility.

11-th meeting of Polish-Slovakian transboundary waters commission

The 11th meeting of the Polish-Slovak Commission for transboundary waters took place in Wisła (Poland), from 30th May to 2nd June 2011.

1.    Maintenance of transboundary waters – participants discussed the stage of the investments on water courses and in close proximity to the border. Majority of works carried out systematically; delay of some projects is due to insufficient financial resources at the disposal of water administrators in both countries.
2.    Hydrology and flood protection – the participants of the meeting got familiar with the information about the frequency of conducted measurements and their results – cooperation proceeded smoothly and as planned. It was confirmed that the projects “The system of monitoring and the flood protection in the Republic of Poland” and “The flood forecasting and  flood warning systems in the Slovak Republic” have been implemented into the daily work. Automatic hydrological stations installed under the project POVAPSYS in the basin of the Czarna Orawa river operate flawlessly. Attention was drawn to the need of elaborating the flood hazard maps and the flood risk maps for the region below the Complex of Water Reservoirs Czorsztyn – Niedzica – Sromowce Wyżne.
3.    Protection against pollution - the results of monitoring on the Polish-Slovak transboundary waters were discussed: water quality is satisfactory and improving. The list of investments implemented in Polish-Slovak transboundary basins that have positive impact on water quality was presented. Moreover, the issues of pollution in the watercourse of the Czarna Orawa caused by animal slaughter waste were explained. No case of extraordinary threat of pollution for the transboundary waters was registered.
4.    Cooperation in the context of the Water Framework Directive - Commission discussed the implementation progress of Directive 2000/60/EC in both countries.
It was stated that the harmonization of all aspects of the first period of planning proceeded smoothly. The participants got familiar with the progress on the information project PLUSK.  The intensive works are conducted in working groups of the Commissions on adapting the joint monitoring of transboundary waters to the requirements of the Water Framework Directive – process of agreeing methodologies for the reference conditions and classification has been completed; currently both Parties work on developing the technical design of the PLUSK system, the balance of water management and web portal; in accordance with the Water Framework Directive it is planned to start the monitoring system next year.

The participants of the meeting also got familiar and accepted the plans of work of all working groups for 2012.

10-th meeting of Polish-Slovakian transboundary waters commission

10-th meeting took place in Tatranska Štrba (Slovakia), from 1 to 4 of July 2009.
It had been arranged by slovakian chair of commission, Ms. Oľga Sršňovă.

9-th meeting took place in Piwniczna-Zdrój (Poland), from 8 to 11 of September 2008.
It had been arranged by polish chair of commission, Mr. Piotr Rutkiewicz.
