16-th negotiations of Polish-Czech transboundary watercourses plenipotentiaries
16th session of negotiations took place in Lipowa (Republic of Poland), from 19th to 21st of November 2014.
Negotiations were conducted by:
Chief of Polish delegation and Polish plenipotentiary Mr. Jerzy Zwoździak
Chief of Czech delegation and Czech plenipotentiary Mr. Josef Nistler
During this meeting, the most important matters related to Polish-Czech transboundary waters were discussed:
1. Cooperation in the field of water management planning – Parties exchanged information on conditions that must be met, in order to pay one-time compensations for Czech citizens (due to possible adverse impact of Krzanówka polder on the Czech territory); discussed results of the talks on future development of inland waterway Koźle – Ostrawa as well as intensifying activities of the working group Danube-Oder-Elbe (DOL); exchanged information on the approval of the project of embankments along the Piotrówka (Petrůvka) river and maintenance works on the border section of Opawa (Opava) river; provided information on the progress of the preparatory works regarding construction of Nové Heřminovy reservoir and related protective measures on the border section of Opawa (Opava) river, including update of the list of objects to be built on the Polish and Czech side, aiming to reduce the risk of flooding, being highlighted that those objects should be carried out simultaneously;
2. Cooperation in the field of hydrology, hydrogeology and the flood protection – Parties provided information on the exchange of hydrological, hydrogeological and meteorological data; discussed the scope of cooperation in the field of operational and warning services; acquainted with the activities on monitoring n monitoring and resources evaluation and of the planned impact of Racibórz reservoir, Kopytów weir, as well as Kudowa Zdrój – Police nad Metují, Krzeszów – Adršpach areas and Turów open-pit lignite mine; acquainted with the progress of works on the unification of the basic hydrological characteristics in agreed border profiles;
3. Cooperation in the field of regulation of transboundary watercourses, water supply and drainage projects within boundary areas – Parties discussed the scope and cost of maintenance works carried out on transboundary waters; acknowledged information on the course and outcome of the investments that may affect transboundary waters; highlighted the need to legalize the bridge (culvert) by Lubota (Oldřichovský potok), which was built by the Czech investor without obtaining the necessary permits;
4. Cooperation in the field of protection of the transboundary waters against pollution – Parties acquainted with the information on the quality of transboundary waters surveyed in 2013 and acknowledged information on the investments made to improve the quality of transboundary waters;
5. Cooperation in implementing the Water Framework Directive on the transboundary waters – Parties acknowledged the information on the state of preparations of national water management plans, and acquainted with arrangements for transboundary underground and surface water bodies;
6. Cooperation with the Standing Polish-Czech Border Committee – Parties acknowledged information on the natural changes of situation of transboundary river-beds; acquainted with a register of works carried out in order to stabilize the state border on transboundary watercourses; discussed the issues regarding the protection of border markers.
Moreover, Parties discussed the state of preparations for the conclusion of a new Agreement between the Government of the Republic of Poland and the Government of the Czech Republic on cooperation on transboundary waters in the field of water management; provided information on the delivering to the Czech side further hydrological data by Turów open-pit lignite mine, and to the Polish side „Synthesis of hydrogeological and hydrological studies in the border areas Poland-Czech Republic-Germany”; as well as acquainted and approved plans of the work of all the working groups in 2015.

14th session of negotiations took place in Opole (Republic of Poland), from 13th to 15th of November 2012.

Cooperation in the field of water management planning - Parties exchanged information on completion of a polder construction on the Krzanówka River (Oldrišovský potok) in Krzanowice (Sudice-Rohov); discussed the results of talks on He development of inland waterway Koźle – Ostrava; exchanged information on completion of implementation of flood protection project in Bohumín and on the progress of flood protection projects on the Piotrówka (Petrůvka) River as well as on the boundary section of Opawa (Opava) river; presented information on the progress of preparatory works for the construction of Nové Heřminovy reservoir and related protective measures on the boundary section of Opawa (Opava) River, including adoption of the proposal to develop a separate document which will include e.g. scope of the project and schedule of simultaneous implementation of measures on both sides;
2. 5. Cooperation in implementing the Water Framework Directive on the transboundary waters - Parties acknowledged the information on the state of preparations of national water management plans; acquainted with arrangements for transboundary surface and groundwater bodies;
6. Cooperation with the Standing Polish-Czech Border Committee - Parties acknowledged information on the natural changes of situation of transboundary river-beds; acquainted with a register of works carried out in order to stabilize the state border on transboundary watercourses; discussed the issues regarding the protection of border markers;

13th session of negotiations took place in Prague (Czech Republic), from 8th to 10th of November 2011.

1. Cooperation in the field of water management planning - Parties exchanged information on preparations for a polder construction on the Krzanówka river in Krzanowice (Sudice-Rohov); together with a representative of General Directorate for Environmantal Protection examined the stage of preparations for construction of the reservoir Nové Heřmínovy on the Opava river and for transboundary environmental impact assessment, which is conducted for this project; discussed the results of talks on the development of inland waterway Koźle – Ostrava and the progress in the implementation of flood protection projects in the Bohumín, Závada and Várovice areas; changed name of Working Group PL to "Working Group on preparation of tasks and investment concepts";
2. Cooperation in the field of hydrology, hydrogeology and the flood protection - Parties exchanged information on the exchange of hydrological, meteorological and hydrogeological data; discussed the scope of cooperation in the field of operational and warning services; acquainted with the activities on monitoring and resources evaluation and of the planned impact of reservoir Racibórz, as well as Kudowa Zdrój – Police nad Metují, Krzeszów – Adršpach areas and Turów open-pit lignite mine; acquainted with the course of works on the unification of the basic hydrological characteristics in agreed border profiles;
3. Cooperation in the field of regulation of transboundary watercourses, water supply and drainage projects within boundary areas - Parties discussed the scope and cost of maintenance works carried out on the transboundary waters; acknowledged information on the course and outcome of the investments that may affect boundary waters; acknowledged information on the current state of cooperation with the Bilateral Intergovernmental Commission for Exploitation of Coal Seams in the Polish-Czech Border Area;

Cooperation in the field of protection of the transboundary waters against pollution - Parties acquainted with the information on the quality of transboundary waters surveyed in 2010; acknowledged information on the investments made to improve the quality of transboundary waters; approved updated annexes of Principles of Cooperation of the OPZ Working Group;
5. Cooperation in implementing the Water Framework Directive on the transboundary waters - Parties acknowledged the information on the state of preparations of national water management plans; acquainted with arrangements for transboundary water bodies;
6. 5. Cooperation in implementing the Water Framework Directive on the transboundary waters - Parties acknowledged the information on the state of preparations of national water management plans; acquainted with arrangements for transboundary water bodies; discussed the state of works on the tripartite comparative table of the monitoring results for the year 2008;
6. Cooperation with the Standing Polish-Czech Border Committee - Parties acknowledged information on the natural changes of situation of transboundary river-beds; acquainted with a register of works carried out in order to stabilize the state border on transboundary watercourses; discussed the issues regarding the protection of border markers; acquinted with the revised Implementing Agreement between the Plenipotentiary of the Government of the People's Republic of Poland and Plenipotentiary of the Government of the Czechoslovak Socialist Republic on the water management in the transboundary waters.
Moreover, Parties discussed the state of preparations for the conclusion of a new Agreement between the Government of the Republic of Poland and the Government of the Czech Republic on cooperation on transboundary waters in the field of water management; discussed new facts concerning the possibility of delivery of hydrogeological data which currently are in the possession of Turów open-pit lignite mine and finally acquainted and approved plans of the work of all the working groups in 2011.

11th negotiations took place in Hrubá Skála (Czech Republic), from 18th to 20th of November 2009.

1. Co-operation in the field of water management planning – delegations exchanged information about arrangements for construction of the polder on the Krzanówka (Oldrišovský potok) within Krzanowice (Sudice-Rohov) and Nové Heřmínovy reservoir on the Opava river; discussed the outcomes of talks about the development of inland waterway Koźle – Ostrava, progress in the implementation of flood protection projects in the region of Bohumín on the Odra and Olza rivers, in the commune of Závada on the Piotrówka river and in Várovice on the Opava river.
2. Co-operation in the field of hydrology, hydrogeology and flood protection – delegations talked over details concerning transmitted hydrological, meteorological and hydrogeological data and information exchange; discussed the scope of co-operation in the field of operational and alert services and the development of the automation and modernization of the monitoring network; presented activities on monitoring and resources evaluation in the impact area of planned Racibórz reservoir, Turów lignite mine, Kudowa Zdrój – Police nad Metují and Krzeszów – Adršpach regions. Progress of work on the unification of the fundamental hydrological characteristics in agreed boundary profiles was submitted.
3. Co-operation in the field of boundary watercourses control, water supply and drainage in border areas – delegations talked over the scope and cost of maintenance work carried out on transboundary waters, information about progress and result of adjustments on investments which may affect transboundary waters. Moreover, the results of an analysis of the hydrological situation concerning Okleśna and an unnamed stream, which are located within Turów lignite mine were presented.
4. Co-operation in the field of protection of transboundary water bodies against pollution – delegations submitted an information about the quality of transboundary waters in 2008; presented details on the investments made to improve the quality of transboundary waters and progress of work on the transboundary monitoring network adaptation for the requirements of the Water Framework Directive.
5. Co-operation in the field of implementing the Water Framework Directive on transboundary waters – delegations presented information about the state of preparations of national water management plans for river basins and arrangements for transboundary water bodies and discussed the progress of public consultation.
6. Co-operation with Polish-Czech Permanent Border Commission – delegations talked over natural changes of the location of the river-beds, presented details on the elaborated Analysis of protection and assurance of Odra river windings on the border section with Czech Republic and discussed list of works in order to stabilize the state border at transboundary watercourses and issues of the protection of threatened border markers; emphasized necessity to update Executive Agreement between the Plenipotentiary of the Government of the Polish Republic and the Plenipotentiary of the Government of the Czechoslovak Socialist Republic on water management on the transboundary watercourses.
Moreover, delegations presented the state of preparations for the new agreement between the Government of the Republic of Poland and the Government of the Czech Republic on co-operation on transboundary waters in the water management and explained the issue of discharge from Czech sewage system into Polish territory near town of Karviná. New facts concerning a possibility of delivery of hydrogeological data currently held by Turów lignite mine were discussed, as well as a working-plan for 2010 was set and approved.
